Veiko Lember

PhD, Research Fellow. His main interests are management, transfer, and privatization issues, and he is considered a leading expert in the fields of contracting-out, especially of prisons. Mr. Lember is also a professional volleyball player and the captain of an Estonian National League team as well as of the National Team.
