Technology Governance - MA/PhD in innovation policy and development economics at Tallinn University of Technology

Technology Governance is an approach and a set of policies undertaken by the public and private sector and society actors in a given space in time to develop a knowledge base, social cohesion and competitiveness at the same time. So far, both in academic research and in policy advice, these aspects have tended to be separated. The Technology Governance program at Tallinn University of Technology is designed to bridge these gaps and to focus on research, teaching, and advice in an interrelated way.

The current crisis has made the Technology Governance approach more necessary than ever and in fact, the program can be said to prepare graduates both for “crisis management” and for the rebuilding time after as well. In addition, not only are several of the core faculty members among the earliest who predicted the coming of the collapse, but they are all actively, and in prominent practical and theoretical places, engaged in dealing with crisis now, both nationally and internationally.

Content:
The programme is aimed at understanding the capitalist economies and economic development processes with a focus on developing and transitional countries. On theoretical ground, this is explained by presenting more realistic, real-life related economic theories, e.g. development economics, evolutionary economics etc., which oppose to standard text-book economics taught at most universities around the world. With a strong emphasis on history, the programme covers many different areas of study, which are interlinked with each other; there is one section on public administration and the role of the state in economic development and growth, another on innovations, economy and finance. A part of the programme is dedicated to explaining the essence and role of technologies in economy as well as in public administration (the topic of E-Governance). Thus, the programme aims at providing comprehensive theoretical and practical knowledge about technology, innovation, economy and public administration as well as equipping students with tools to analyze economic, administrative and technological issues.

Admissions and scholarships:
Students are encouraged to apply on a rolling basis. Application deadlines for the MA programme vary from May to July depending on students’ origin (non-EU vs EU citizens). NB! Foreign students are encouraged to apply for the recently announced Ragnar Nurkse scholarship (€ 7200, deadline May 31st 2012) as well as for reimbursements of travelling costs.

Our current and former students are working in the following organizations: Morgan Stanley (London), GIZ Private Sector Development Project (Georgia), Office of Prime Minister (Greece), Ministry of Economic Affairs and Communications (Estonia), National Audit Office of Estonia (Estonia), Police and Border Guard Board (Estonia), Tehnopol Science Park (Estonia), private companies in IT area (Edicy, RM Solutions etc.).

Other potential employers: international organizations (UN, EU), governmental institutions (central banks, ministries dealing with economic affairs), non-governmental organizations (science and technology parks, development agencies, think-tanks etc.), technology-intensive private companies.
